Boroondara Home Energy Assessment Program
in partnership with the Australian Energy Foundation
City of Boroondara has partnered with the Australian Energy Foundation (AEF) to offer residents quality home energy assessments for around half the regular price.
Accredited AEF assessors will visit your home and undertake a home energy Scorecard Assessment, using a nationally accredited tool. In the week following the assessment you will receive a report, including tailored recommendations and an energy star rating for your home. This will help you see where you can save money on energy bills, or which upgrades could be beneficial to reduce emissions.
Supporting you to reduce emissions is one of the actions in City of Boroondara’s Climate Action Plan. This is the city’s plan to deliver what’s important to the community, to keep reducing the city’s environmental footprint.
What is the process?
Boroondara residents are responsible for making payment to AEF when scheduling the appointment and will pay the portion listed in the ‘Resident pays’ column (all prices below include GST). Appointments will not be scheduled until payment is cleared.

If your home is larger or has more rooms than above home sizes, then AEF will have to confirm how much the assessment will cost and the resident will be responsible for paying the difference. You can discuss this with the AEF representative after submitting your Expression of Interest. Larger homes with more rooms take more time to assess and therefore cost more. Boroondara Council will not cover any additional costs for HEAs that cost more than above prices.

What happens during a Home Energy Assessment?
During a Home Energy Assessment, a Qualified Scorecard Assessor will rate your home’s energy efficiency. This includes: construction, fixed appliances (e.g. hot water system, heating and/or cooling), lighting and any renewable energy sources.
To complete their thorough report, our Assessors will:
- need at least 2 hours to fully assess your home (1-bedroom units take less time; larger homes can take up 4 hours)
- ask you to sign a Scorecard Privacy Agreement form before proceeding
- need to enter each room in your home (please advise the Assessor if there are shift workers in residence, who may be sleeping)
- access the roof space (if accessible) to check your insulation
- take photos of your hot water system, heaters, window furnishings etc.
As an OH&S requirement, we will also need to ask some questions about COVID. Our assessors will not attend your home if they have any illness symptoms and your appointment will be rescheduled accordingly. The assessors are all fully vaccinated against COVID-19.
We ask that if you have any pets that could become uncomfortable with our assessors being in the home, you please keep them outside. We kindly ask you to refrain from smoking inside the home during the assessment.,

Concession card holders could be eligible for a cheaper assessment and will need to confirm concession status details when booking the appointment. Eligible concession cards are: Pensioner Concession Card, Low Income Health Care Card and Veterans’ Affairs Gold Card.
